Volatus Aerospace wins Transport Canada BVLOS nod for Canary
Volatus Aerospace (TSX: FLT) has become one of the first Canadian companies to receive a Letter of Acceptance from Transport Canada under the regulator's new Pre-Validated Declaration (PVD) process, covering its Canary Remotely Piloted Aircraft System (RPAS) for Beyond Visual Line-of-Sight (BVLOS) operations in populated areas.
The acceptance is significant because the Canary satisfies Transport Canada's safety requirements using its own onboard detect-and-avoid (DAA) system, without requiring an external DAA solution. The company says this makes the Canary the only RPAS in Canada to clear this bar entirely through integrated onboard capability. The Letter of Acceptance is a formal prerequisite to completing verification activities and, ultimately, submitting a Safety Assurance Declaration under Canada's new RPAS Safety Assurance framework.
What the milestone means
The PVD process is Transport Canada's structured route for commercial operators to demonstrate regulatory compliance before committing to the full safety-case verification cycle. Receiving acceptance at this stage does not yet confer an operational licence for commercial BVLOS flights, but it materially de-risks the path to one. For Volatus, it positions the Canary platform as a candidate for deployment across infrastructure inspection, defence, public safety, and energy-sector missions in Canadian airspace and, the company hopes, internationally.
Glen Lynch, chief executive of Volatus, said the milestone "validates both our technology and the integrated capabilities that differentiate Volatus as the market continues to mature." The company's strategy centres on owning the full stack: aircraft manufacturing, autonomy software, mission integration, training, and regulatory expertise, rather than supplying hardware alone.
Market context
The commercial BVLOS market in Canada has been developing slowly relative to some peer jurisdictions, largely because Transport Canada's pre-existing processes required case-by-case safety cases that were expensive and slow to complete. The new Safety Assurance framework, of which the PVD process is a part, is designed to accelerate commercialisation by giving operators a more predictable compliance pathway.
Internationally, the competitive field for BVLOS-capable RPAS platforms is active. US-based operators are navigating FAA's Part 135 and BVLOS Aviation Rulemaking Committee outputs, while European operators work under EASA's Specific Category framework and SORA methodology. Regulators in all three jurisdictions are converging on the principle that integrated onboard DAA, rather than ground-based or networked solutions, will be the preferred architecture for urban and populated-area operations at scale. Volatus's acceptance under the Canadian framework puts it ahead of a number of competitors still relying on external DAA for their compliance cases.
Volatus trades on the TSX, OTCQX and Frankfurt exchanges and has not disclosed revenue figures or contracted customer commitments tied to this milestone. Investors will look for named customers and confirmation of formal Safety Assurance Declaration submission as the next proof points for the company's commercial BVLOS thesis.
