Quantum Cyber seeks foundry partners for photonic antenna prototype
Quantum Cyber N.V. (Nasdaq: QUCY) has issued a formal call for applications to find foundries, contract manufacturers, and applied-R&D organisations capable of building the first working prototype of its quantum-photonic antenna front-end. Responses under reference EX-QPA-RFI-001 are due by 18 September 2026.
The antenna technology is the subject of an exclusive worldwide IP licence signed with Project LightShift, Inc. on 11 June 2026, covering defence and national-security unmanned aerial systems (UAS) applications. The company describes the intended device as a compact, frequency-agile communications front-end designed to give drones a resilient, GPS-independent navigation and communications channel in contested or signal-denied environments.
What the programme asks for
Applicants are asked to submit a structured written response covering technical fit, work plan, schedule, budgetary pricing, security and export-control posture, workshare and country of performance, and IP and data-rights treatment. Two commercial frameworks are on offer: a conventional cash-for-development contract, or an equity-linked structure involving in-kind work, preferred manufacturing status, or strategic investment. The company notes that no equity, exclusivity, or partnership is promised by the inquiry itself.
Quantum Cyber says it prefers partners able to complete prototype development within six months. Full technical specifications, including material stack, quantum-dot chemistry, wavelengths, topology, tolerances, and performance targets, will be released only under confidentiality agreement and, where required, export-control review. The company has confirmed that no prototype has yet been built or tested, and that the design targets have not been independently validated.
Chief executive David Lazar said: "Executing the Project LightShift licence in June was our first public commitment that the quantum layer of our platform would be real. Today's call for applications is the second."
Market and regulatory context
The press release references the US Department of Defense FY2027 budget request, which the company characterises as allocating roughly $55 billion toward drone and autonomous-warfare programmes, and cites Executive Order 14307 on American drone dominance as national-security policy context. The sector in which Quantum Cyber is operating sits at the intersection of several high-scrutiny regulatory regimes. Any manufacturing partner working on antenna technology with defence applications will need to navigate US International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), which the application explicitly asks respondents to address. A non-US partner seeking to participate would face additional hurdles given the national-security framing of the licence.
On the broader competitive landscape, a number of well-funded defence-technology startups are pursuing GPS-alternative navigation and secure communications for UAS, including approaches based on inertial navigation, signals intelligence, and mesh radio. Quantum-photonic approaches to secure communications remain largely pre-commercial and are the subject of active research in both government and academic settings. Quantum Cyber's claim to have licensed a manufacturable quantum-photonic antenna front-end for near-term prototype build is notable, though the forward-looking statements section of the release is unusually extensive in cautioning that outcomes may differ materially from targets.
Quantum Cyber's Bridgeport, Connecticut manufacturing site, acquired earlier this year, has produced one mini-interceptor drone on-site and is advancing toward commissioning an 80-unit 3D-printing drone production line, according to the company. The antenna programme, if a partner is identified and prototype agreements executed, would run alongside that airframe production ramp. Investors will be watching whether the 18 September deadline generates credible manufacturing interest, and whether any resulting prototype agreement includes disclosed terms.
