Micron raises US investment target to $250bn, pours first fab concrete
Micron Technology has raised its planned US manufacturing and technology investment to more than $250 billion through 2035, citing surging demand for memory driven by AI workloads. The announcement coincided with the first concrete pour at the company's fab site in Clay, New York, a milestone Micron says was reached more than a quarter ahead of the original schedule.
The Idaho-headquartered chipmaker broke ground in Clay in January 2026. Less than six months later, the site has completed early groundworks and transitioned from preparation into vertical construction. Micron has appointed Bechtel as its engineering, procurement and construction partner, alongside architectural design firm Jacobs and preconstruction contractor Gilbane Building Company. The company says approximately $675 million of the total awarded contract value to date has flowed to New York-based suppliers and subcontractors, with more than 80% of on-site workers drawn from New York residents.
Scale and strategic rationale
At full build-out, the Clay campus is expected to house up to four fabrication plants and generate 50,000 jobs in New York State, including 9,000 direct Micron positions. The company's broader US programme, which spans existing sites in Idaho and Virginia as well as the New York project, is projected to create more than 90,000 jobs in total. Micron's Idaho expansion is targeting first wafer output from its first fab in mid-2027, with a second fab following in late 2028. Its Virginia facility has already launched initial production of 1-alpha DDR4 technology serving automotive, industrial, medical and defence markets.
The company's stated long-term target is to produce 40% of its DRAM output in the United States. Sanjay Mehrotra, Micron's chairman, president and chief executive, said the enlarged commitment reflects both technology leadership and continued demand for leading-edge memory products.
Market context and competitive positioning
The investment comes as AI infrastructure buildout drives unprecedented demand for high-bandwidth memory. HBM and DDR5 capacity are supply-constrained across the industry, and memory vendors are racing to expand domestic manufacturing footprints. Micron competes directly with Samsung and SK Hynix, both of which have also announced or are executing US capacity plans under the incentive framework created by the CHIPS and Science Act.
Micron's $250 billion commitment dwarfs any single comparable US semiconductor pledge and is partly enabled by a $6.1 billion CHIPS Act grant referenced by Senator Charles Schumer in remarks at the ceremony, alongside federal Investment Tax Credits. A separate $3 billion allocation is earmarked to develop the domestic supplier ecosystem around Micron's manufacturing footprint. The CHIPS Act framework subjects grant recipients to restrictions on expanding advanced capacity in certain geographies, including China, for ten years, a condition that will shape Micron's global capital allocation for the remainder of the decade.
Regulatory and policy backdrop
The New York project carries visible political support across the federal and state level, with the US Secretary of Commerce, the US Chief Technology Officer and the governor of New York all attending the concrete pour. That cross-party backing reflects a bipartisan consensus on semiconductor onshoring that has persisted through successive administrations, even as trade and tariff policy has shifted.
Manish Bhatia, Micron's executive vice president of global operations, said the milestone marks a transition "from planning to meaningful local impact" and signals the company's intent to develop a semiconductor cluster in Central New York complementary to its Idaho and Virginia sites.
