Telesat and SatPort sign global ground-station build-to-suit deal
Telesat LEO ULC, a subsidiary of dual-listed Telesat Corporation, has signed a global Master Services Agreement with EQT-backed SatPort Infrastructure to develop, build and host landing stations for the Telesat Lightspeed low Earth orbit (LEO) constellation. The agreement converts what would otherwise be significant ground-segment capital expenditure into predictable operating costs, a financing structure that mirrors the build-to-suit model used in tower and data-centre real estate.
Under the framework, SatPort will deliver multiple landing stations built to Telesat's own design specifications at locations to be agreed as the constellation ramps. Telesat retains ownership, control and operation of all network elements; SatPort acts as a non-exclusive strategic partner responsible for the physical infrastructure layer. Guggenheim Securities advised Telesat on the transaction.
The deal
Asit Tandon, Telesat's Chief Network and Information Officer, said a globally distributed landing-station network is "essential to delivering the low-latency, secure connectivity our enterprise and government customers expect." The emphasis on defence-grade performance and sovereignty compliance reflects the dual-use positioning of the Lightspeed constellation, which operates in both commercial and military Ka-band spectrum.
SatPort chief executive Joe Spytek described the agreement as "a landmark moment for how ground segment will be built in the LEO era," arguing that a multi-tenant, carrier-neutral model lets satellite operators redirect capital toward the space segment rather than terrestrial infrastructure. SatPort is backed by EQT Infrastructure, the infrastructure arm of the Swedish private-equity group, which provides the long-term capital required to fund asset-heavy build-out programmes of this nature.
A notable feature of the MSA is its explicit accommodation of sovereign and in-country data-landing requirements. Regulators in markets including India, Saudi Arabia and several EU member states have imposed or are considering rules requiring satellite data to touch domestic soil before routing internationally. SatPort's carrier-neutral model is designed to satisfy those requirements without Telesat having to own or operate foreign-domiciled assets directly.
Market context
The ground-segment services market is emerging as a distinct infrastructure category as LEO constellations proliferate. SpaceX's Starlink and Amazon's Project Kuiper each operate proprietary ground networks, but smaller or more specialised operators face a build-versus-buy decision at every new geography they enter. Third-party ground-infrastructure providers, including Viasat's ViaSat platform and a number of independent teleport operators, have pitched carrier-neutral hosting as the capital-efficient alternative, and the SatPort-Telesat deal is one of the larger framework agreements publicly announced in this space.
The timing is significant for Telesat. The company has faced extended delays in securing full funding for the Lightspeed constellation and has been working to restructure its balance sheet. A build-to-suit agreement that shifts ground-segment capital off Telesat's books helps manage near-term cash demands while preserving operational control, a structure investors and lenders are likely to view positively even if the MSA's financial terms were not disclosed.
Regulatory read-across
Digital sovereignty requirements are becoming a material commercial variable across the satellite-connectivity sector. The EU's NIS2 directive and various national critical-infrastructure frameworks increasingly treat satellite connectivity as essential infrastructure, raising the compliance bar for non-domestic operators. SatPort's model, which can place compliant landing stations in-country while leaving the operator's core network architecture unchanged, positions the company as a regulatory-risk mitigation tool as much as a capital-efficiency play.
For Telesat, demonstrating a credible and scalable ground-network strategy is also relevant to its ongoing discussions with government funders, including the Canadian federal government, which has a financial interest in the Lightspeed programme. A globally deployable, sovereignty-aware ground segment strengthens the case that Lightspeed can serve both commercial and government customers across multiple jurisdictions.
