What actually shipped at LEAP, and where the numbers disagree

AMD silicon is in production, Together AI has contracted 250MW and HUMAIN shipped three products. Two widely repeated capacity figures do not survive checking.

The Nvidia announcement Saudi Arabia's communications ministry trailed for LEAP's opening day was not, in the end, an Nvidia announcement. It was a HUMAIN one. The state-owned artificial intelligence company launched a domestic AI cloud built on Nvidia's Blackwell Ultra platform and began operating its own local accelerated computing infrastructure for government bodies and enterprises. That is the difference between a chip vendor selling into a market and a sovereign operator running silicon it already owns, and it set the tone for a day whose $15bn headline was almost entirely infrastructure.

Tahaluf, LEAP's organiser, confirmed the total in an English release issued at 01:27 on Tuesday morning. Here is what is actually underneath it, and where the published numbers disagree.

Compute that is running now

AMD, Cisco and HUMAIN announced that AMD Instinct MI355X GPUs and EPYC CPUs, networked on Cisco Silicon One and N9000 Series hardware, are live and in production in the Kingdom serving HUMAIN customers. This is the most concrete item of the day: not a commitment but a switch-on. Lisa Su called it an important milestone. Amin said putting the infrastructure into production demonstrated HUMAIN's ability to build, operate and deliver at scale.

The forward commitment is up to 250MW of MI400-series infrastructure, with deployment beginning in 2027 and capacity expected to start coming online in the second half of that year. The three-way joint venture remains on track for up to a gigawatt by 2030. Two further figures circulated and both need care. Amin told the stage that AMD and HUMAIN are investing up to $10bn in AI infrastructure, which appears in Arab News as his quote and in none of the company releases. And the organiser's release credits AMD's largest inference cluster outside the United States, a claim absent from AMD's own announcement.

Capacity that is contracted

Together AI and HUMAIN will build a new 250MW data centre in Saudi Arabia, connecting HUMAIN's compute to Together AI's global enterprise demand. The release expects the partnership to yield over $5bn in gross annualised revenue in its first year, and is unusually direct about the reasoning: access to power is one of the central constraints on AI infrastructure growth, and Saudi power capacity is the advantage. Note the wording is a flat 250MW, not the hedged "up to" that AMD and AWS both use.

AWS confirmed its Saudi cloud region, its fortieth globally, goes live in December 2026. Randery told the stage that the commitment behind it, made two years ago, was over $5bn; Amazon's written release puts it at more than $5.3bn and dates it to March 2024. Either way it is not new money announced on Monday. On the AI Zone, Amazon's release commits up to 50MW of capacity by 2028 while Randery said on stage it is coming in the first half of 2027. Those are not contradictory: one is an opening date, the other a capacity ceiling. The organiser's separate description of a $5bn joint investment in the AI Zone is a conflation, since both AWS sources attach that money to the region.

xAI's Saudi deployment was presented as beginning at 50MW and scaling to 500MW. The 500MW dates from the US and Saudi Investment Forum in November 2025. Only the 50MW phasing is new, and it is single-sourced to the organiser.

Models, and the layer above

Three HUMAIN products landed. M3 is an open-weights Arabic language model trained on more than a trillion Arabic tokens, though it rests on the organiser's release alone and went unmentioned in the detailed floor reporting. HUMAIN Voice, a conversational platform handling Saudi, Maghrebi, Egyptian and Levantine dialects, is better attested and went live as a developer API on the day. Crew, a virtual co-worker for finance, human resources and customer support, was presented on stage by Khalid Al-Shammari, a twenty-year-old student whose startup of the same name HUMAIN absorbed.

Elsewhere: HUMAIN ONE bundled with Microsoft 365 and Copilot on Azure, plus a Windows-based HUMAIN AI PC with enterprise availability from 20 September; HUMAIN OS with KORA Systems, an AI-native enterprise Linux due commercially in 2027; MinIO as the data foundation under HUMAIN Fabric and Brain; ALLAM arriving on Amazon Bedrock and HUMAIN Fabric on AWS Marketplace; a joint venture with Applied Intuition targeting thousands of driverless trucks on Saudi roads by 2030; and an industrial intelligence partnership with SLB. KACST's National Center for Quantum Technologies signed a multi-year post-quantum cryptography collaboration with Pasqal.

What did not happen

Microsoft did not switch on Azure Saudi Arabia East. Published availability remains the fourth quarter of 2026, and any launch framing this week is ceremonial. The strategic initiative Snowflake said it would announce with the communications ministry had still not been confirmed by Tuesday morning, with no terms disclosed anywhere.

And no power was contracted. Every megawatt announced was IT load, against a national installed base of roughly 467MW in the first quarter of 2026. Tuesday's main stage carries an unattributed hour of announcements from 13:10, and SDAIA launches a data regulatory sandbox at DeepFest at 13:15.
