Atos wins Barcelona City Council IT modernisation contract
Atos has been selected by the Municipal Institute of Innovation and Technology (BIT), the body responsible for Barcelona City Council's digital transformation, to overhaul the technological support services used by thousands of municipal employees. The contract was announced on 8 September 2026; no financial terms or contract duration were disclosed.
The project centres on evolving the council's internal IT support model toward greater automation, self-service and data-driven incident resolution. Planned improvements include self-service portals for routine requests, new walk-in service points, faster incident-resolution tooling, and exploratory use of generative AI for knowledge management and information retrieval.
The deal
Emili Rubió, manager of BIT, said the initiative reflects a belief that digital transformation in public administration depends as much on the employee experience as on the underlying platforms. "This project represents a further step in our commitment to evolve towards a more agile, closer and more efficient support model, incorporating new capabilities that allow us to simplify processes, improve customer service and continue to promote innovation within Barcelona City Council," he said.
Juan Carlos Díaz, Atos director in Catalonia, described the engagement as combining innovation, automation and artificial intelligence to evolve the digital experience of municipal professionals. Neither executive cited specific performance targets, cost savings or timeline milestones.
The release notes that Atos will explore generative AI capabilities to strengthen knowledge management and support-team response capacity, though no specific tooling, model providers or integration architecture were named. Advanced data analysis will be used to anticipate service needs and identify improvement opportunities, the company said.

Public-sector IT modernisation contracts of this nature sit at the intersection of enterprise service management and AI-enabled workflow automation, a market where Atos competes with global systems integrators including Capgemini, Indra and IBM alongside specialist IT service management vendors. Demand from European municipal and national governments for modernised digital workplaces has increased as administrations face pressure to improve internal efficiency while complying with the EU's NIS2 directive, which requires local authorities in member states to strengthen the cyber resilience of their operational systems.
Atos itself has been navigating a significant restructuring period following financial difficulties, having separated its legacy IT services brand from Eviden, its products and high-performance computing arm. The Barcelona win represents the kind of public-sector managed services contract that underpins Atos's core revenue base as the group works to stabilise its position. With approximately 52,000 employees and annual revenue of around 7.2 billion euros, the group remains one of the largest European IT services providers, but investors and clients will be watching for evidence that new contract wins are translating into a stabilised order book.
The use of generative AI in public-sector support services also carries emerging regulatory considerations. Spain, like other EU member states, must align public-body AI deployments with the EU AI Act's risk classification framework, which applies heightened obligations to AI systems used in public administration contexts. Whether the Barcelona engagement will require a formal conformity assessment will depend on how any AI-powered triage or decision-support tools are classified under those rules.
Atos is scheduled to exhibit at the Gartner IT Symposium in Barcelona in November 2026, where group CTO Florin Rotar is expected to speak.
