Atos wins £350m Metropolitan Police application management deal
Atos has been awarded a contract worth up to £350 million by the Metropolitan Police Service (MPS), covering application management, service management and application security across the force's technology estate. The six-year agreement carries an option to extend by a further two years, and includes provisions for the MPS to expand scope into managed cloud and digital workplace services at its discretion.
The deal extends an existing relationship between the two organisations. Under its terms, Atos will take end-to-end responsibility for maintaining key business applications and will align delivery to ITIL best-practice frameworks, with IT Service Continuity Management built into the operating model to protect critical policing services from disruption.
The contract
Jamie Hewitt, director of Digital Product Delivery at the MPS, said the partnership would "provide a stable digital foundation for our officers and staff, supporting the ongoing modernisation and simplification of our application landscape and driving greater efficiency and effectiveness across the technology that underpins frontline policing."
The optional cloud services expansion would give the MPS the opportunity to consolidate accountability for application performance under a single provider, a model increasingly favoured by large public-sector bodies seeking to reduce integration risk. The digital workplace component, if exercised, would extend Atos's remit to end-user device management and secure access tooling, supporting hybrid and mobile working across the force.
Atos Group, the Paris-listed parent, reported annual revenue of approximately €7.2 billion and employs around 56,000 people across 54 countries. Its UK and Ireland operation has positioned public safety and critical national infrastructure as a core vertical.
Market context
Large application-management outsourcing contracts in UK policing are relatively rare in the open market, where many forces rely on legacy in-house arrangements or multi-supplier frameworks. The MPS is the UK's largest police force by headcount and budget, making it a flagship reference account for any vendor competing in the UK public sector technology space.
Atos faces competition in the UK government IT services market from established integrators including Capita, Sopra Steria, and DXC Technology, as well as from the managed-service arms of the major cloud hyperscalers. The optional cloud services provision in this contract is notable: it signals that the MPS is keeping a path open to deeper infrastructure consolidation without committing to it at signing, a procurement posture common among large public-sector bodies navigating multi-year digital transformation programmes.
From a regulatory standpoint, the contract sits within a sensitive data environment. The MPS handles significant volumes of personal and operationally sensitive data, meaning Atos will need to demonstrate compliance with UK GDPR, the Law Enforcement Directive as transposed into UK law, and relevant NCSC security guidelines for public-sector IT. The application security element of the contract reflects growing awareness across policing of the threat posed by ransomware and supply-chain attacks on critical infrastructure.
Outlook
The contract is scheduled to run until at least 2032, providing Atos with a stable revenue anchor in a period when the wider group has been navigating a significant financial restructuring. For the MPS, the key near-term milestones will be service transition and the exercise of the optional managed-cloud and digital-workplace provisions, both of which would materially expand the contract's scope and value.
