NIGCOMSAT picks Hughes JUPITER gateway for next-gen satellite programme
Nigerian Communications Satellite Limited (NIGCOMSAT) has awarded Hughes Network Systems a contract to deploy the JUPITER scalable gateway platform in support of two forthcoming national satellites, NIGCOMSAT-2A and NIGCOMSAT-2B. Ground-system preparation begins this year, with satellite launches targeted for early 2028 and 2029 respectively.
Under the agreement, Hughes will deliver a multi-band gateway capable of operating across Ka-, Ku-, and C-band frequencies, supporting high-speed broadband for enterprise, government, and consumer customers across Nigeria and neighbouring markets. Hughes is an EchoStar subsidiary listed on Nasdaq.
The deal
Beyond the ground system itself, the contract carries an explicit local-content dimension. Hughes has committed to providing technical guidance, engineering support, and advisory expertise to assist NIGCOMSAT in establishing a local terminal assembly facility in Nigeria. The company says this positions the programme as an industrialisation initiative rather than a straightforward technology procurement.
Jane Egerton-Idehen, Managing Director of NIGCOMSAT, framed the partnership in those terms, describing the JUPITER platform as "scalable and future-ready" and saying it would allow the operator to "efficiently deploy capacity today, while scaling to meet the country's long-term connectivity needs." Egerton-Idehen added that the project should accelerate digital infrastructure development, support defence and government connectivity, and position Nigeria as a regional hub for satellite-terminal production and servicing.
Anshu Vij, Hughes's Managing Director for EMEA, said the contract reflected "the strength, flexibility, and proven performance" of the JUPITER platform and would help NIGCOMSAT deliver "resilient, high-throughput connectivity" across the country.
The contract value was not disclosed.
Market context
The award sits within a broader contest for satellite ground-system contracts across sub-Saharan Africa, where connectivity gaps remain substantial and governments are increasingly bundling infrastructure procurement with local-content requirements. Hughes positions the JUPITER platform as its flagship high-throughput satellite (HTS) ground solution; the system is already deployed by operators across the Americas, the Middle East, and Asia-Pacific.
Hughes faces competition from Viasat's ground infrastructure portfolio and from European suppliers including Newtec (now part of ST Engineering iDirect), which has built a strong footprint on the continent. Low-earth-orbit constellations such as SpaceX Starlink and Amazon Kuiper are also expanding African coverage, though their appeal to government operators with sovereignty and local-manufacturing concerns is more limited than for purely commercial deployments.
Nigeria's push for indigenous satellite capability is consistent with wider African Union digital infrastructure ambitions and reflects a policy shift away from reliance on foreign-operated transponder capacity. The requirement for local terminal assembly echoes similar local-content clauses seen in telecoms licensing across West Africa, and is likely to feature in how the contract is evaluated by Nigeria's National Space Research and Development Agency and broader government stakeholders.
Regulatory and sovereignty read-across
Satellite communications infrastructure in Nigeria falls under the regulatory oversight of the Nigerian Communications Commission (NCC) as well as federal government security review, given NIGCOMSAT's status as a wholly state-owned entity. Defence and government connectivity applications mentioned in the release will require compliance with national data-sovereignty requirements, which typically restrict routing of sensitive traffic through non-domestic ground stations.
The multi-band architecture chosen gives NIGCOMSAT flexibility: C-band offers resilience to rain fade at equatorial latitudes, while Ka-band supports the higher throughputs needed for broadband. That combination is increasingly standard for national operators seeking to serve both remote communities and enterprise or government customers from a single ground infrastructure. With launches still two to three years away, the near-term milestones to watch are confirmation of the satellite manufacturer, progress on the local assembly facility, and any named anchor customers for the enterprise and government service tiers.
