ENDVR Energy, a subsidiary of Milton Hydro Holdings Inc., has signed a distribution partnership with remote-monitoring firm Spotlite to bring the latter's TreeGuard platform to Canadian electric utilities, government agencies, and commercial infrastructure owners. The deal, announced on 1 September 2026, gives Canadian organisations access to satellite-based vegetation monitoring combined with AI-driven risk analytics, replacing what the companies describe as traditional calendar-based trimming schedules with a prioritised, risk-ranked maintenance approach.

TreeGuard works by ingesting satellite imagery and feeding it through Spotlite's AI risk models to identify where vegetation encroachment poses the greatest threat to distribution network assets. ENDVR Energy will layer on GIS integration, work-order connectivity, independent field validation, and compliance reporting services for the Canadian market. The companies say the solution requires no additional field hardware and is designed to complement existing LiDAR investments rather than displace them.

The deal

Jason Edwards, Vice President of Energy Services and Generation at ENDVR Energy, said that utilities are under growing pressure to justify vegetation management spend while contending with more frequent severe weather. "TreeGuard gives utilities the ability to prioritise work based on actual network conditions, converting high-risk emergency storm restorations into scheduled, controlled daytime maintenance," he said, noting benefits for regulatory reporting and capital planning.

Miguel Cordeiro, Commercial Director at Spotlite, added that the platform already monitors more than 20,000 km of distribution network in Europe, a figure that provides some indication of operational maturity, though the company did not disclose customer names, specific performance benchmarks, or commercial terms for the Canadian rollout.

ENDVR Energy did not reveal the financial terms of the partnership, nor did either party name an anchor customer or utility in Canada.

Vegetation management is a material liability for power utilities worldwide. Regulatory bodies in North America, including provincial energy regulators in Canada and the North American Electric Reliability Corporation (NERC), require utilities to maintain documented vegetation clearance programmes under reliability standards such as FAC-003. Non-compliance can result in significant penalties, and vegetation contact with power lines remains a leading cause of both routine outages and, in drier climates, wildfire ignition.

The market for satellite-assisted infrastructure monitoring is growing as the cost of commercial earth-observation data falls and AI model accuracy improves. Competitors in the space include a number of well-funded startups offering drone-based and aerial LiDAR-as-a-service models alongside emerging pure-satellite players; the differentiation between vendors typically rests on revisit frequency, model accuracy at canopy level, and the depth of regulatory-reporting tooling they provide.

For Canadian utilities, the regulatory environment is shaped at the provincial level, with bodies such as the Ontario Energy Board and the Alberta Utilities Commission setting vegetation management expectations for licensed distributors. Automation of compliance evidence gathering is an increasingly attractive proposition as reporting obligations grow more granular.

The partnership arrives as Canadian grid operators face dual pressure: decarbonisation timelines are driving capital programmes that stretch maintenance budgets, while insurance and regulatory exposure from vegetation-related incidents is rising. ENDVR Energy's positioning as a turnkey delivery partner rather than a software reseller could prove commercially important; utilities procurement teams frequently prefer to contract with a single entity that can integrate software, fieldwork, and compliance documentation.

The wider adoption of satellite-powered infrastructure monitoring also intersects with Canada's digital sovereignty considerations, given that earth-observation data pipelines may traverse foreign cloud infrastructure.
