Parkin deploys smart parking system at Dubai Health hospitals
Parkin Company PJSC, Dubai's largest paid public parking operator, has signed a partnership with Dubai Health to deploy a smart parking management system across the health authority's facilities. The first phase goes live at Rashid Hospital on 21 September 2026, with further facilities expected to follow.
Under the agreement, Parkin takes over end-to-end management of parking operations at Dubai Health sites, applying what the company describes as advanced digital payment and intelligent management technology. The system uses artificial intelligence and big data analytics, consistent with Parkin's wider operational model, which processed 141 million parking transactions across its portfolio in 2025.
How the scheme works
Patients attending any Dubai Health facility will continue to receive free parking for the duration of their visit, covering emergency care, outpatient consultations, laboratory appointments, walk-in services and ongoing treatment. Visitors accompanying patients will receive up to three hours of free parking per day on presentation of patient details at reception. Two companions for admitted patients may park free for up to 24 hours, with extensions available on request.
People of Determination, senior citizens and pregnant women will retain access to complimentary valet parking following eligibility checks. Hospital staff and authorised vehicles will be registered within the system to ensure frictionless access. A 30-minute grace period per day applies for pick-ups and drop-offs by those not attending the facilities. Optional add-on services at the site will include valet parking, car washing and electric vehicle charging.
Eng. Osama Hashim Alsafi, Chief Operating Officer of Parkin, said the deployment was designed to "reduce congestion, optimise space utilisation and enhance the arrival experience, while keeping patients at the centre of the service."
Market context
Smart parking management is a growing segment within urban mobility technology, combining sensor networks, licence-plate recognition, real-time space availability data and cashless payment rails. Healthcare campuses present a specific operational challenge: high footfall with emotionally pressured visitors, variable dwell times, and the need to balance free or subsidised access for patients against revenue generation from non-patient users.
Parkin operates under a 49-year concession agreement with Dubai's Roads and Transport Authority, giving it the exclusive right to manage approximately 207,000 public on-street and off-street spaces, as well as a broader portfolio of developer-owned facilities totalling around 268,000 paid spaces as of mid-2026. The company completed its IPO on the Dubai Financial Market in March 2024. Expanding into healthcare-campus parking is a logical adjacent move for an operator of this scale, potentially offering a replicable model across Dubai Health's network of six hospitals and 26 ambulatory centres.
The broader regional context is relevant here. Gulf governments have been investing heavily in smart-city infrastructure, and Dubai in particular has committed to digitising public services across health, transport and municipal operations. Parking management systems that integrate with patient journey data could, in principle, connect to broader hospital management platforms over time, though the current release does not indicate any such integration is planned.
The partnership does not disclose contract value, duration beyond the concession framework, or the specific technology vendors supplying the underlying hardware and software stack. Those details would be material to assessing the commercial terms and Parkin's margin profile from this new contract type.
