The Gulf Cooperation Council has emerged as a significant force in global quantum investment, with aggregate capital commitments across the region now exceeding $5 billion, according to a new audit by data analytics firm Deep Knowledge Group published in August 2026. The research maps 54 active players across government, academia, venture and industry, and projects the ecosystem could surpass 100 organisations before the end of the decade.

The figures break down into two distinct capital pools. More than $1 billion has been committed within the GCC itself through publicly disclosed programmes, while a further $1.6 billion represents outbound investment in quantum technology abroad: $600 million in sovereign capital and $1 billion from private commercial groups. On top of this, at least five major UAE and Saudi initiatives remain unpriced, pushing the total past the $5 billion threshold.

Key deployments moving beyond strategy

The audit is notable for cataloguing programmes that have progressed from announcement to hardware. Saudi Aramco and French quantum vendor Pasqal have inaugurated a 200-qubit neutral-atom system in Dhahran, alongside what the partners describe as the Middle East's first commercial quantum-computing-as-a-service platform. Abu Dhabi's Technology Innovation Institute says it has fabricated the first superconducting qubit built in the MENA region and secured access to several global quantum platforms. Qatar, meanwhile, has established a quantum-safe communications link between Ooredoo, Hamad bin Khalifa University and the Ministry of Defence.

Among the five unpriced initiatives identified by Deep Knowledge Group are the UAE's Technology Innovation Institute superconducting-qubit programme, a TII and Space42 space-to-ground quantum key distribution project, Saudi Arabia's RDIA National Quantum Computing Hub, the KAUST Quantum Foundry and the Aramco-Pasqal QCaaS platform. The absence of disclosed budgets for these programmes means the $5 billion figure is a conservative floor rather than a ceiling.

Market context and competitive positioning

The GCC's push into quantum mirrors broader sovereign ambitions to diversify technology dependency away from US and Chinese hyperscalers. In this sense, quantum investment sits alongside data-centre buildout, domestic semiconductor design and AI research as part of a wider digital-sovereignty agenda.

Globally, quantum hardware competition spans superconducting (IBM, Google, Rigetti), trapped-ion (IonQ, Quantinuum), neutral-atom (QuEra, Atom Computing, Pasqal) and photonic (PsiQuantum, Xanadu) architectures. The Aramco-Pasqal deployment is notable for choosing neutral-atom, a modality that its proponents argue offers more natural room-temperature operation and longer coherence times than superconducting rivals, though all architectures remain in the early commercial phase.

For the GCC, a key structural question is whether the current mix of sovereign-funded research centres, international vendor deployments and outbound investment will seed a local startup and talent base large enough to sustain independent capability. Deep Knowledge Group's own audit flags this: of the 54 mapped entities, only 12 are GCC-based companies, ventures or corporate adopters, against 14 universities and research institutions and 11 government bodies. A pivot from funded programmes to commercially self-sustaining ventures will require substantially greater local entrepreneurial activity than is currently visible.

Regulatory and standards read-across

Quantum-safe communications infrastructure, as demonstrated by Qatar's Ooredoo link, aligns with global momentum around post-quantum cryptography. The US National Institute of Standards and Technology finalised its first post-quantum cryptographic standards in 2024, and the European Union's NIS2 directive is driving critical-infrastructure operators toward quantum-resilient architecture. GCC governments with ambitions in financial services, defence and energy will face growing pressure to certify quantum-safe connectivity across those sectors, creating a potential commercial pipeline for the regional ecosystem beyond pure computing workloads.
